Mr. R. S. Sharma
Chairman

Mr. Sharma has been named TRAI Chairman in July 2015.  A 1978 batch IAS officer of Jharkhand cadre, Mr. Sharma has played key role in implementing Aadhaar project and designing road-map for government's Digital India programme.  He is credited to have designed key digital services, such as digital locker, digitize India and fast execution of schemes to push electronics manufacturing in the country. 

Mr. R.K. Arnold
Member

Mr. R.K. Arnold is an Electronics and Telecommunications Engineer with 36 years of experience in the Telecom Sector ranging from Telecom Development, Operations, Project Management, Training Management, Human Resource Development, NewTechnology evaluation/R&D, Quality Assurance, Acceptance Testing and Telecom Regulation.

As a member of the Indian Telecommuncations Service (ITS), he served in several important positions in DoT, BSNL, TCIL, TEC and TRAI. Under his leadership as Principal General Manager during 2005-06, Bangalore Telecom District was awarded with the President Award for adopting innovative measures of efficient energy conservation. As Secretary, TRAI he has immensely contributed in the preparation of various Tariff Orders, Regulations and Directions during 2006-2011.

Dr. Vijayalakshmy K. Gupta
Member

Dr. Vijayalakshmy K. Gupta, Member,  joined Telecom Regulatory Authority of India as Member on 4th March, 2013. Dr. Gupta, an Officer of Indian Defence Accounts Service 1974 batch, retired as Secretary to the Govt of India in the Ministry of Defence (Finance Division). She has served as Member (Finance) in the Telecom Commission, Additional Secretary in Ministry of Women and Child Development and Joint Secretary in the Ministry of Defence (Finance Division). She is an alumnus and Gold Medalist of the National Defence College and M Phil from Madras University on Defence and Strategic Studies. She is qualified to carry out Quality Systems Audit as a certified lead Auditor from Cranfield University, UK.

In the Ministry of Defence, she directly contributed to formulation, scrutiny and finalization of high value proposals for modernization of Defence Forces and provision of amenities to the troops. Her area of special interest was in strengthening Internal Audit due to commitment to highest standards of probity, transparency and accountability in public spending.

In the Dept of Telecom she headed the Inter Ministerial Committee that finalized the design of the Auction of “3G Spectrum”.
In the Ministry of Women and Child Development, she spearheaded documentation of the journey of the Indian woman through a book ‘Ananya’.

She has participated in many National/International forums on women and children including the Executive Board of UNICEF.

Professor Pankaj Chandra
Member (Part Time)

Pankaj Chandra is a Professor and the Director of IIM Bangalore. He holds a B.Tech. from Banaras Hindu University and a Ph.D from The Wharton School, University of Pennsylvania. He has taught at various global institutions such as McGill University at Montreal, University of Geneva, The Wharton School, University of Pennsylvania, International University of Japan, Cornell University, Renmin University, Beijing and IIM Ahmedabad. He has worked briefly with The World Bank in Washington DC. He was the Chairperson of the Doctoral Programme at IIM Ahmedabad. He helped found the Centre for Innovation, Incubation and Entrepreneurship at IIMA and was the Chairperson of the Centre.

He was a member on the Government of India Committee on Rejuvenation of Higher Education (Yashpal Committee). He is member of two Steering Committees constituted by the Planning Commission of India, one on Higher &Technical Education, and the other on Industry. He is the Chairman, Sub-Committee on Student Financial Aid constituted by the Planning Commission of India. He is also the Member Secretary of the Committee on Corporate Sector Participation in Higher Education constituted by the Planning Commission of India.

He has recently completed research on Competitiveness of Indian Manufacturing based on a survey of around 700 firms. He has also been a Consultant to large Indian and multi-national firms and is on the Boards of several firms and institutions.

Mr. Parameswaran N.
Principal Advisor (Broadcasting & Cable Services)

Mr. Parameswaran N. is Principal Advisor in the Telecom Regulatory Authority of India and has been associated with the telecom sector since 1980. For the last fourteen years he is involved in Telecom Licensing and Regulations. He has played a key role in the liberalization of the Telecom Sector in India. He was the first Executive Director of the Information &Communication Technologies Authority, Mauritius, wherein he set up the Authority and facilitated the liberalization of the ICT sector. He has held various positions in DOT and MTNL.

He has worked as an International Telecommunication Union (ITU) expert in Africa and Bangladesh, presented papers and chaired sessions in the ITU / Asia Pacific Telecommunity (APT) seminars/Forums.

Mr. K. Ramchand
Principal Advisor (Technology Development)

A B.E in Electronics & Telecom in 1982 and M.E (Communications Systems) in 1984 from Govt. Engg. College, Jabalpur, Mr. Ramchand joined DOT in July, 1984. Prior to joining TRAI, he was Sr. General Manager IT Project circle, BSNL at Hyderabad incharge of South zone data centre for Landline and Broadband services.

He has vast and varied experience in leading software development and implementation teams, GSM services, teaching and quality assurance.

Ms. Anuradha Mitra
Principal Advisor (Financial and Economic Analysis)

Ms. Anuradha Mitra is an officer of the Indian P&T Accounts and Finance Service (1982 Batch). Ms. Mitra holds a Masters’ Degree in Economics from Bangalore University, India and a Masters’ Degree in Public Administration from John F. Kennedy School of Government, Harvard University, USA. She is also a Member of the Institute of Cost and Works Accountants of India.

Over a career spanning about 30 years, she has worked in the Department of Telecommunications, Government of India in various capacities in field offices and headquarters dealing with finance, project appraisal, tariff setting and telecommunications costing. In 1998, she was Consultant in Financial Analysis in a World Bank project for setting up a telecommunications regulatory authority in Bangladesh. From 29th April 2010, she is working as Pr.Advisor in the Telecom Regulatory Authority of India (TRAI). She deals with tariff and economic regulation, accounting separation, costing of services, financial and economic impact analysis of regulatory decisions, assessment of economic and financial health and performance of the telecom sector, as well as internal finance and budgeting for the TRAI.

Mr. Sudhir Gupta
Principal Advisor (Network, Spectrum & Licensing)

Mr. Sudhir Gupta who has worked in the telecom sector since 1982 is the Principal Advisor (Network, Spectrum & Licensing) in Telecom Regulatory Authority of India (TRAI).

He deals with the issues relating to license conditions of mobile operators, spectrum Management for 2G, 3G and future technologies like LTE and Broadband Wireless Access, spectrum reforming and liberalization, etc.

He has also worked as an International Telecommunication Union (ITU) expert to Sri Lanka and Nepal on issues viz. QoS and Licensing framework respectively. Before joining TRAI, he has held various positions in Department of Telecommunication in the field of Cable Construction, Installation & Maintenance of Exchanges, Planning & Networking etc.

Mr. Wasi Ahmad
Advisor

Mr. Wasi Ahmad, an officer of Indian Telecommunications Services (ITS) joined the Telecom Regulatory Authority of India (TRAI) on 1st October 2010. Mr. Ahmad has a versatile experience covering almost all the fields in telecommunications including development, operations, planning, installation & maintenance etc. of Telecommunication Networks/Systems. He was also sent to USA in 1995 for training in Operations & Maintenance of 5ESS Digital Switching Systems of M/s Lucent Technologies.

Prior to joining Telecom Regulatory Authority of India (TRAI), Mr. Ahmad was working as General Manager (Network Planning) in the Consumer Fixed Access (CFA) Vertical of BSNL Corporate office. As General Manager (Network Planning) he was responsible for country wide planning, upgradation and project implementation with respect to the equipment pertaining to the Fixed Access Business of BSNL.

Mr. Rajkumar Upadhyay
Advisor

Mr. Rajkumar Upadhyay works as Advisor in Telecom Regulatory Authority of India and deals with areas related to Technology Development in Telecommunications, Convergence and Information Technology at TRAI.

Mr. Rajkumar Upadhyay is an officer of Indian Telecommunication Service (ITS) of Government of India. He holds Master of Technology from IIT (Indian Institute of Technology), Roorkee and Masters in Business Administration from IIM (Indian Institute of Management), Bangalore. He has done a certificate course on International Relations at Syracuse University, USA. He is on the verge of completing his doctorate in Corporate Strategy and Policy from IIM, Bangalore. He has written various articles on IT, Telecom and Management which has been published in various Magazines and Journals. Mr Upadhyay has also presented Papers at annual meetings of Academy of Management, USA, Institute of Operations Research and Management Science, USA and at IIM Bangalore.

He has handled various positions in DoT/BSNL in the areas of Operations, Development, Project Management, IT, Marketing and Business Development. He was Working Group Chairman for Policy and Regulation for South Asian Telecommunication Regulator’s Council (SATRC) for Action Plan Phase –III.

He has been a recipient of many honours including the J C Bose Award by Ministry of Defence in 1987; the National e-Governance award 2007 by Department of Information Technology and Department of Personnel and Administrative Reforms, Govt. of India; the CIO 100 award by International Data Group (IDG) in 2007 and also Prof Deepak C. Jain award by IIM Bangalore in 2009.

Mr. A. Robert Jerard Ravi
Advisor (Consumer Affairs & Quality of Services)

Mr. A. Robert Jerard Ravi I.T.S is a Gold Medallist in Engineering from the Pondicherry University, an Indian Telecom Service officer of the Department of Telecommunications, INDIA, and an MBA in International Business.

Before joining TRAI, he has worked as Addl General Manager, BSNL Pondicherry, and has designed and implemented the Integrated communications network Project for the Pondicherry University AND PSWAN project for the Pondicherry government.
Earlier he had worked as Chief Engineer, Telecommunications Consultants India Ltd., Kuwait/Qatar and was engaged in the design and implementation of various projects in Broadband Communication Systems.(FTTH /LMDS).  He was the chief consultant for the "Broadband deployment in Kuwait" project.

He has designed and implemented the first FTTH (Fiber to the Home) Broad Band system, the first OTN (Open Transport Network), the largest FTTD (Fiber to the Desk) in the entire Middle East at Kuwait. He was also a Consultant for Transat Systems., USA, for Implementation of e-goverance project in Kuwait and a lead consultant for Re-vitalizing the Telecom Services in Libya and Lebanon. Prior to this, he was working as Divisional Engineer (New Tech Installation) TN Circle and was responsible for the installation and commissioning of the first OCB/AXE/EWSD systems in the TN circle and was also as Telecom District Manager, Tuticorin, TN.

Mr. Manish Sinha
Advisor, (Finance and Economic Analysis-II)

Mr. Manish Sinha joined the Telecom Regularity Authority of India (TRAI) in 2013. He is presently working as Advisor (F&EA) II in TRAI.

He belongs to the 1989 batch of Indian P&T Accounts and Finance Service which he joined after completing his MA from St. Stephen’s College in Delhi. He also holds a PG Diploma in Financial Management and an MBA from Birmingham University (U.K.).Over a career spanning 23 years, he has worked on billing systems, Planning and Procurement, Banking and Investment, Vigilance in MTNL, BSNL and in the Department of Telecommunication. In between he has worked in the Department of Post handling budget, administration, accounts, audit and implementation of ERP/Accrual accounting. He has also worked in the Licensing Division of DOT with experience in policy, finance and audit. He shall be handling Tariff, Financial Analysis, economic regulation and costing of services in the TRAI.

Mr. Arvind Kumar
Advisor (Network, Spectrum and Licensing-I)

Mr. Arvind Kumar has joined Telecom Regulatory Authority of India (TRAI) in 2004 and served in various positions. Presently, he is working as Advisor (NSL) and advises Authority on various issues related to Interconnection, Interconnection Charges, Broadband Services and Access to cable landing station etc.

After obtaining M.Tech degree from Institute of Technology, BHU Varanasi, UP, Mr.Kumar joined C-DOT (A premier telecom technology centre of Government of India) in 1997. He has worked at various positions in C-DOT and has been responsible for design development, integration and validation of many switching and transmission products. He has also done his MBA (Finance) from I.P. University, Delhi.

Mr. Sanjeev Banzal
Advisor (Network,Spectrum&Licensing‐II)

Mr. Sanjeev Banzal, who has been associated with the Telecom Sector since 1992, is Advisor in TRAI. For the last six year he has been involved in Regulatory Affairs of the Telecom Sector.  He has played a key role in the Recommendations on Licensing and Spectrum related matters and Regulations on Mobile Number Portability in India and has held various positions in DoT and BSNL. He is a member of Expert Group on Spectrum in South Asian Telecommunication Regulator's Council (SATRC). He has written articles in Telecom Journals and has participated in many Seminar/workshops and trainings conducted by ITU/APT/SATRC and other international organizations. He has done his masters in Electronics and Telecommunications and MBA from MDI Gurgaon.
